Shipping Corporation of India (SCI)

The Shipping Corporation of India (SCI), established on October 2, 1961, by the amalgamation of Eastern Shipping Corporation and Western Shipping Corporation, is India's largest shipping company. It is a Public Sector Undertaking (PSU) under the Ministry of Ports, Shipping and Waterways. SCI plays a pivotal role in India's international and coastal trade, owning and operating a diversified fleet of vessels including crude oil tankers, product tankers, bulk carriers, container vessels, and passenger-cum-cargo vessels. Its mission is to provide efficient and reliable shipping services globally, contributing significantly to India's EXIM trade and maritime security.

Strategic Disinvestment

Strategic disinvestment involves the sale of a substantial portion of government equity in a Public Sector Undertaking (PSU) along with the transfer of management control. Unlike minority disinvestment, where the government retains management control, strategic disinvestment aims to privatize the entity, bringing in private sector efficiency, technology, and capital. The objectives include enhancing efficiency, unlocking value, promoting competition, and generating resources for the government to invest in social sectors and infrastructure. The government has identified 'strategic' and 'non-strategic' sectors for this policy, with PSUs in non-strategic sectors being candidates for privatization.

Demerger

A demerger is a form of corporate restructuring where a single entity is split into two or more separate entities. This is often done to unlock value, allow different business units to focus on their core competencies, or facilitate a sale/disinvestment of specific assets. In the case of SCI, the demerger separated the core shipping business from its non-core assets (primarily land and buildings) into SCI and SCILAL respectively. This was done to make the core shipping business more attractive to potential investors by isolating it from unrelated, often undervalued, real estate holdings.

India's Maritime Sector

India, with its vast coastline of over 7,500 km and numerous major and minor ports, has a crucial maritime sector. It handles over 95% of India's trade by volume and 70% by value. The government has launched initiatives like the Sagarmala Project to enhance port infrastructure, connectivity, coastal shipping, and maritime skill development. The sector is vital for economic growth, employment generation, and national security. PSUs like SCI have historically been central to building India's maritime capabilities, and their reform is seen as key to modernizing and expanding the sector.
