Historical Genesis and Evolution

Left Wing Extremism in India originated with the Naxalbari uprising of 1967 in West Bengal's Darjeeling district, led by Charu Mazumdar and Kanu Sanyal. Initially an armed agrarian struggle by tribals and landless laborers, it transformed into a Maoist insurgency advocating protracted people's war against the Indian state. The movement fragmented into multiple factions until 2004, when the Communist Party of India (Maoist) formed through the merger of CPI (ML) People's War Group and the Maoist Communist Centre, emerging as the most lethal outfit banned under the Unlawful Activities (Prevention) Act.

Ideological Foundation and Geography

The insurgency operates on Marxist-Leninist-Maoist ideology, exploiting grievances related to land alienation, tribal displacement, and inadequate implementation of the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006. The 'Red Corridor' traditionally spans forested, mineral-rich tribal belts across the Dandakaranya region (Chhattisgarh), Jharkhand's Palamu, and Odisha's Kalahandi-Malkangiri belt, coinciding with Constitution's Fifth Schedule areas requiring special governance provisions.

Government Counter-Strategies

India's approach evolved from purely kinetic operations to the comprehensive SAMADHAN strategy encompassing Smart leadership, Aggressive strategy, Motivation and training, Actionable intelligence, Dashboard-based KPIs, Harnessing technology, Action plan for each theater, and No access to financing. Complementary measures include the Aspirational Districts Programme (ADP) targeting 35 LWE districts, Special Infrastructure Schemes (SIS) for road connectivity, and the Security Related Expenditure (SRE) scheme funding state police modernization in affected regions.
